It's Turkish dervishes whirling for Allah, they put their right hand facing upwards to receive the divine flow and their left had facing downwards to bring it down to earth. They keep it up until they enter into a tripped out trance. Some one told that there is a guy who teaches whirling on rechov emek refaim.
